I was on the payroll (and still am): Yo estaba en la nómina. I was on the payroll (and am not anymore): Yo estuve en la nómina.

I will attempt to try several ways to say this, depending on whether you are referring to the past via an imperfect or preterit. Also, you did not specify "who" was on the payroll.

Él constaba en la nómina. He was on the payroll.

Ella figuró en la nómina. She figured into the payroll.
